Overview of the Haryana Pollution Control Board (HPCB)
Published on September 19, 1974, government notification No. 3677-P.W. IV (4) 74/33298 established the Haryana Pollution Control Board (HPCB). The Water (Prevention and Control of Pollution) Act of 1974 and the Air (Prevention and Control of Pollution) Act of 1981 were passed, and the board was established as a result. The Haryana Air (Prevention and Control of Pollution) Rules, 1983 and the Haryana Water (Prevention and Control of Pollution) Rules, 1983 also govern its operations. The main responsibility of HPCB is to carry out the directives given by the many environmental legislation in Haryana.
The Ministry of Environment, Forests, and Climate Change (MoEF) established regulations pertaining to hazardous waste, biomedical waste, recycled plastic, noise pollution control, municipal solid waste management, and protection of the environment. HPCB also makes sure that these regulations are properly implemented.
Objectives of the Haryana Pollution Control Board
- Limit Pollution at Source: HPCB is responsible for limiting pollution generated at the source while considering the techno-economic feasibility for effluents and emissions.
- Protect Water Bodies: Ensure water bodies near industries are not polluted by industrial pollutants.
- Promote Recycling: Encourage the reuse and recycling of pollutants after proper treatment.
- Environmental Planning: Plan the location of industries to ensure minimal environmental damage.
Regulate and Restore: Regulate water and air pollution and restore the quality of these natural resources
