Overview of State Pollution Control Board NOC,
Under the Air Act of 1981 and the Water Act of 1974, pollution control boards (SPCBs) and pollution control committees (PCCs) in each state and union territory are in charge of granting NOCs to businesses and services. These NOCs are required for industries that the Central Pollution Control Board (CPCB) has classified as Red, Green, Orange, or White. Consent to Establish (CTE) and Consent to Operate (CTO) are other names for NOCs. While CTO is needed to begin operations, CTE is needed to establish a unit. These permits guarantee that industries abide by environmental regulations and limits, keeping them from operating in sensitive or forbidden areas.
Importance of Consent to Establish (CTE) NOC,

CTE is the primary NOC that industries, processing units, or plants must obtain from SPCBs/PCCs. Since environmental matters fall under the Concurrent List, each state has its own consent process and regulations. The CTE NOC ensures that industries adhere to these regulations from the start.

  • Validity: CTE NOC can be valid for 1 to 5 years, depending on the SPCB.
  • Compliance: Industries must comply with the location policy and other environmental standards set by the SPCB.
  • Investment Protection: Prevents businesses from establishing operations in restricted zones, protecting their investments.
